これは不正な初期化です。行と列を入れ替えました!

C = [[0 for row in range(len(A))] for col in range(len(B[0]))]

正しい初期化は

C = [[0 for col in range(len(B[0]))] for row in range(len(A))]

また、より良い命名規則を使用することをお勧めします。デバッグに大いに役立ちます。例えば:
