VideoViewを介してAndroidアプリケーションでIPカメラのRTSPストリームを開いています。20秒以上の大きな遅れがあるという問題があります!通常のPCからブラウザを介してカメラを表示しますが、そのような遅延はありません。何かアイデアはありますか?

RTSPの代わりにMJPEGストリームを使用してください。多くの調査の結果、ほぼリアルタイムでライブストリームを再生するMJPEGビューアクラスを見つけました(ネットワーク接続によって異なります)。
