開発ツールが欠落しているように見えます。出力を読んでください（そして指示に従ってください）：

rvm requirements

最も重要なmakeのは、osx-gcc-installer で入手できることです。

新規インストールの場合、オプションはRailsInstaller for OSXでもあります
