setxkbmapを使用せずにシステムを構成したい。xkbの設定を担当する構成ファイルは何ですか？/ etc/keyboardというファイルの内容を変更しようとしましたが何も起こりませんでした。

Ubuntu setxkbmap man pageから、次のように書かれています。

   An XKB keymap is constructed from a  number  of  components  which  are
   compiled  only  as needed.  The source for all of the components can be
   found in /usr/share/X11/xkb.
