これは、同じセッションID（キーワード：競合状態）に対する同時リクエストをブロックしているphpの組み込みのセッションハンドラーである可能性があります。これが問題であり、これに対する解決策が必要な場合は、独自のセッションハンドラーを実装できます。これは、自分に合った方法でセッションデータを処理します。

もう1つの理由は、ファイルが群がっている、またはシステムIOにストレスがかかっている（ディスクが遅いなど）可能性があります。
