heroku cedar に redmine 2.0.3 をデプロイしようとして、頭を壁にぶつけていました。
sqlite gem を使用したデプロイで多くの問題が発生したため、Gemfile からすべての sqlite 参照を削除し、Gemfile.lock を削除し、bundle install を実行し、喜んで heroku にプッシュしました。
実行heroku run rake db:migrateして自分のアプリ ( http://blooming-river-8784.herokuapp.com/ ) を参照すると、次のように表示されます。
アップデート！！-> 実行するheroku run rake db:migrateと、次の警告メッセージが表示されます。

Plugins in vendor/plugins (/app/vendor/plugins) are no longer allowed. Please, put your Redmine plugins in the `plugins` directory at the root of your Redmine directory (/app/plugins)

ログを確認したところ、次のメッセージが表示されました。

この最後の行をグーグルで検索しましたが、成功しませんでした。だから、誰かが助けてくれることを願ってここに投稿しています:)
