SDKのサンプルコードからコードを1行ずつコピーすると、コンパイルと実行が正常に行われるため、eBay側で何らかの変更があった可能性があります。

私は設定しようとしましたがitem.AutoPay = false;、item.AutoPaySpecified = false;どちらも何もしていないようです。国内配送に関する情報についてドキュメントを検索しましたが、何も見つかりません。

なぜこれが起こっているのか誰かが知っていますか？

shippingOptions フィールドに ShippingServiceCost がありません。行を変更してみてください:

shippingOptions.ShippingServiceAdditionalCost = amount;

に

shippingOptions.ShippingServiceCost = amount;

または ShippingServiceCost に割り当てを追加します。

「AutoPay が指定されている場合は国内配送が必要です」というのは、配送オプションに条件付き (つまり、配送の種類に応じて) のフィールドが欠落していることを意味しているようです。計算された送料に必要なすべてのフィールドを追加しようとしたときに同じエラーが発生しました。すべてのフィールドがないと、eBay はそれを ShippingServiceCost フィールドが欠落している定額配送と解釈します。
