dreamhost wikiは、passengerとrvmを使用しないようにアドバイスしています。これらは、一緒にうまく機能しないためです。「トラブルシューティング」というタイトルのセクションをお読みください。彼らは、rubyのシステムインストールに切り替えることを推奨しています。

それを試す場合は、environment.rbからrvmへの参照を削除する必要があります。
