simpleDateFormat/の代わりに使用してください...-

 formatter = new SimpleDateFormat("MM/dd/yyyy");

SimpleDateFormatクラスで間違ったパターンを使用しました

使用する：

formatter = new SimpleDateFormat("MM/dd/yyyy");

それ以外の：

formatter = new SimpleDateFormat("MM-dd-yyyy");

MarshalDateをSOAPエンベロープに登録します。

_MarshalDate.register(soapEnvelope);
