Excel（xlsx）シートで空白の値を見つけて、以下のようにApache POIライブラリでプログラムを使用して、「ENTERVALUE」のような文字列に置き換えようとしています。

Excelシートの空白/ヌル値を読み取って識別できますが、それらのセルに値を挿入できませんでした

セルは空白またはnull（使用しない）にすることができ、行はnull（使用しない）にすることができます。
