Maven プロジェクトをビルドしていますが、依存関係が存在しないというコンパイル エラーが発生します。ただし、依存関係リストに表示されます。クリーンパッケージインストールを使用しています。

Mavenドキュメントから：

runtimeこのスコープは、依存関係がコンパイルには必要ないが、実行には必要ないことを示します。ランタイムクラスパスとテストクラスパスにありますが、コンパイルクラスパスにはありません。

pom.xmlからスコープタグを削除するか、「コンパイル」に設定します（juancancelaが言ったように）。
