commandテストを正しく行い、インクリメントを少し異なる方法で行うことで、物事を少し単純化できます。それ以外の場合、スクリプトは正常に見えます。

NEXT_WAIT_TIME=0
until [ $NEXT_WAIT_TIME -eq 5 ] || command; do
    sleep $(( NEXT_WAIT_TIME++ ))
done
[ $NEXT_WAIT_TIME -lt 5 ]
