pg_wrapperUbuntuやDebianのようなシステムを使用しているようで、ロケール設定が混乱しています。これはPostgreSQLとは関係ありません。システム構成の問題です。Perlはそれについて不平を言っているだけです。

引数なしで実行perlすると、同じ苦情が表示されます。
