このエラーは、SOAP 拡張機能が有効になっていない PHP のバージョンが原因のようです。

これを解決するには、wamp を起動し、wamp システム トレイ アイコンをクリックします。この画面で、PHP を選択してから PHP 拡張機能を選択します。これにより、拡張機能のリストが表示されます。php_soap がチェックされていることを確認します。

HTTPS を使用する SOAP サーバーにアクセスする場合は、php_openssl がチェックされていることも確認してください。
