ERB を ERB 内に配置しようとしていますが、Ruby を ERB 内に配置する必要があります。私はこう思います：

<%= render :partial => "_form", :locals => {:object => @<%= singular_name %>, :f => f} %>

これである必要があります：

<%= render :partial => "_form", :locals => {:object => singular_name, :f => f} %>

内部<%= ... %>はすべて Ruby コードである必要がありますが、Ruby で@<%= singular_name %>はありません。
