PartialView の戻り値の型はMvcHtmlStringで、コントローラーで取得できるため、2 つのパラメーターを受け入れるRenderPartialViewToStringメソッドを 1 つ返します。1 つはPartailViewで、もう 1 つはModelで、部分ビューの RenderHtmlString を返します。
