StartupInfoのパラメーターも指定してlpDesktopいるため、のドキュメントに従ってCreateProcessAsUser:

...既定の対話型ウィンドウ ステーションと既定のデスクトップの両方の随意アクセス制御リスト (DACL) を変更する必要があります。ウィンドウ ステーションとデスクトップの DACL は、hToken パラメータで表されるユーザーまたはログオン セッションへのアクセスを許可する必要があります。

私の推測では、これが Access Denied エラーの原因です。

ただし、 のドキュメントによるCreateProcessAsUserと、渡されるトークンはプライマリ トークンでなければなりません。ただし、DuplicateToken偽装トークンのみを作成するトークンを作成しています。

そのため、 (= 1) を 5 番目のパラメータとしてDuplicateTokenEx渡し、 (= 1) を使用してプライマリ トークンを作成し、デスクトップと WindowStation で権限を設定した後でもこれが機能する場合は、呼び出しでこのトークンを使用する必要があります。TokenPrimaryCreateProcessAsUser
