jQuery fileupload プラグインを使用して複数の画像をアップロードしています。サーバーに送信されたデータを検査すると、次のようになりました。

エラーが発生しました：

TypeError (can't convert Symbol into Integer):

"items_attributes" => {...} が原因だと思いました。修正方法について何か提案はありますか?

これは1対多の関連付けであるため、つまり、投票には多くのアイテムがあるため、「items_attributes」=>{..}ではなく「items_attributes」=>[{..}]のように見えるはずです。
