私はPostgresql、Postgis、SQLにまったく慣れておらず、Railsに関する知識が少しあります。ローカルで既存のアプリを実行しようとしていますが、データベースをセットアップするためのrakeタスクを実行すると、現在次のメッセージが表示されます。

PostgreSQL ROLE blaneには、データベースを作成する権限がありません。ALTER blaneを実行して CREATEDB オプションを追加するか、その機能を持つ既存の管理者ロールを使用します。
