GridBagLayoutlaysは、デフォルトではコンテナの中心付近のコンポーネントではありません

最も一般的な解決策は、フィラーコンポーネント（などJLabel）を最後の位置に配置し、それweightx/yを1に設定することです。あなたの場合、最後の行に配置します
