エラーは、ローカルの XAMPP インストールとはまったく関係ありません。アプリケーションをテスト/デバッグ目的で実行したのではなく、パッケージ化プロセスを開始しようとしました (実行可能ファイルおよび/または配布するインストール パッケージを生成します)。

WIX ツールセットが正しくインストールされていないため、Windows マシンでのパッケージ化に失敗しました。
