OpenSSLオプションを使用してRVMをインストールしましたか？何かのようなもの

rvm reinstall 1.9.2 --with-openssl-dir=/usr/local

RVMなしでRuby、IRB、またはRubyGemsをすでにシステムにインストールしている場合（たとえば、apt-getを使用して）、問題に遭遇することがあります。

そうでない場合は、OpenSSLを使用してRVMを再インストールすることを検討してください。RVMのドキュメントを参照してください

また、RVMをインストールする前に、次のパッケージをインストールすることをお勧めします

sudo apt-get install build-essential openssl libreadline6 libreadline6-dev \
