ヘッダーを適切な場所に配置するためのより良い方法は、imagemagickCellarからPKG_CONFIG_PATHにpkgconfigを追加することです。

私の〜/ .bash_profileに以下を追加し、それをソーシングする（source ~/.bash_profile）は私のために働いた

結局、railsバージョンの問題になり、imagemagick/rmagickを更新して再インストールする必要がありました。
