「前後」のストーリーアノテーションが付いたメソッドは実行されません。コンバーターも機能しenumません。

私の構成の何が問題になっていますか（私はそれが私の構成だと思います）？

問題は、メソッドinitUsersがプライベートであるということです。公開するだけで、JBehaveエンジンに表示されます。
