うまくいけば、ここに解決策があります。main.xmlにXML TimePickerとScrollViewがあり、設定するとTimePickerはスクロールしません。ScrollViewを削除すると、Timepickerは問題なくスクロールしますが、明らかに両方が必要です。

どちらもタッチイベントを取得するために戦っているようですが、問題が発生しています。

解決策を見つけ、カスタムTimePickerクラスを作成してから、これを呼び出してタッチイベントをオーバーライドします。
