あなたはとANDの間EXPR11 = 'N'で行方不明です(SELECT MAX(...

それ以外の場合は、問題ないように見えます。SELECTに他の列がない場合は、 GROUPBYなしのMAXが許可されます

MAX(lifting_date).更新：@hvdは、コメントを参照するために比較するものが何もないことにも注意しました
