これは、発行設定のインストール URL に問題があることが判明しました。Web パスを使用するのではなく、パスに共有を使用していました。実際の場所は IIS で設定されているため、もちろんファイルは共有で見つかりませんでした。

「インストール フォルダの URL」フィールドを次のように変更します。

\\\server-name\path

に

http://server-name/path
