まず、グループ化は機能していますが、汚れていると感じています。それをきれいに、より良く見せるために誰かが必要です。私は次のforeachを持っています

短くするつもりはありませんが、見栄えの良いバージョンのコードを次に示します。

$data['new_array'] = array();

foreach ($get_topics as $topic) {
    $data['new_array'][$topic['tid']] = array(
        'tid' => $topic['tid'],
        'title' => $topic['title'],
        'yes' => $topic['yes'],
        'no' => $topic['no']
    );
}

$topic['tid'] がどのタイプかはわかりませんが、連続していない数字を配列キーとして使用する場合は注意が必要です。
