何らかの理由で、このスクリプトを実行しようとするたびに、「api.pinger.com:80 への接続で不明な SSL プロトコル エラーが発生しました」というメッセージが表示されます。

ここで何が間違っていますか？setop で SSL2 を指定することもできますが、永久にハングアップします。これを機能させることはできません。

これはフラッシュですが、Fiddler を使用して HTTP/HTTPS リクエストをスニッフィングし、cURL で自動化しています。

エラーは明らかに行にあります

curl_setopt($ch, CURLOPT_PORT, 80); //port to connect to (default 80 obviously)

デフォルトでは、HTTPS サーバーはポート 443 でリッスンします。この行を削除するだけで十分です。次に、curl は URL のプロトコルからポートを割り出します。
