インデックスを含めるには、users_controller.rb の before_filter を変更する必要があります。

  before_filter :signed_in_user, only: [:index, :edit, :update]

このコードでは、インデックス ページを表示するためにサインインする必要はありません。そのため、テストでタイトルに「サインイン」というテキストが表示されません。
