Ruby 2.0 でも同じエラーが発生し、それが問題かもしれないと考えましたが、Ruby 1.9.3 (これに使用したバージョン) でも同じことが起こりました。

Linux の場合は、インストールしてからソースからlibssl-dev再コンパイルしてみてください。openssl

sudo apt-get install libssl-dev

ソースから Ruby をコンパイルした場合は、Ruby ソースに移動し、ext/opensslディレクトリに移動します。

その中で、./configure && make && make install

新しい Rails アプリを作成できるかどうかを確認してください。
