Rails 4.1以降でも同じ問題が発生しました。アブラムの答えは部分的にしか完成していません。

離れることができますがconfig.assets.debug = true、新しいアセット検証機能を無効にする必要があります

Rails 3.2.13 から来ている場合は、多くの人がこの問題を経験しており、3.2.12 に戻すと解決するようです。詳細については、こちらの github を参照してください。

私の場合、無効config.assets.debugにすると少し速度が上がりましたが、3.2.12 に戻すと、リクエスト時間が約 4 秒から約 250 ミリ秒に短縮されました。
