ここで言いたいこと、聞きたいことがたくさんあります。IS_DECES = 0 vs =1 のように条件が相互に排他的である場合は、UNION の代わりに UNION ALL を使用します。NOT IN NULLable 列を使用していないことを確認してください。インデックス アクセスの可能性を高めるために、NOT IN 内の UNION のパーツを分離するようにチェックしてみてください。ここで並列クエリが役立つはずです...
