パッケージ化されたリリースではなく、openstack のタグ付きリリースでソース コードからデプロイする場合。

このようなことを試してください：

mkvirtualenv glance
pip install -r tools/pip-requires
python setup.py build
easy_install dist/glance-xxxxxxx.egg
