Java API を使用できます (Props のインスタンス化のみ)。

val myActor = system.actorOf( 
  new Props( Class.forName( "myActorClassName" ).asInstanceOf[Class[Actor]] ) 
)

重要な部分はnewキーワードです。これを省略すると、代わりに Scala API が使用されますが、これはクラスによるインスタンス化を許可しません。

ActorSystem で使用されているものと同じ ClassLoader を使用したいように聞こえるので、これはカスタム Akka 拡張機能で簡単に解決できます (警告、実際にはコンパイルされていませんが、要点はわかります)。
