問題は functools.py ファイルにあります。このファイルは Python からのものです。Python 2.7.5 の新しいバージョンをインストールしたところ、ファイルが間違っています (Python 2.7.5 の別の古いインストールがあり、ファイル functools.py は正しいです)。

問題を修正するには、これを置き換えます (python\Lib\fuctools.py の 56 行目あたり):

コーディングせずに新しいプロジェクトを開始した直後に、同じ問題が発生しました。

私の場合、djangoをアンインストールしてから再度インストールする必要がありました。

sudo pip uninstall django

sudo pip install django

一つ注意。この操作は新しい端末で行いました。インストール後、エラーが発生した端末に戻り、「python manage.py runserver」を実行しましたが、同じエラーが発生しましたが、新しい端末ウィンドウではエラーは発生しませんでした。
