このサンプルアプリで問題を特定しました。基本的には、コンテンツサイズの増加をシミュレートするためのxamlとコードビハインドです。
サイズ変更ボタンをクリックしたときに右側のスクロールバーが正しく表示されないことに注意してください。パディングを追加して、そこにあるが正しい場所にないことを示しています。
一番上の行を削除すると、機能しているようです。
