TMemoryStreamが作成される前に送信しようとしています。TTimerorTFormをワーカー スレッド (OnExecute呼び出されるスレッド) で使用することはできません。が有効になっている場合でもTTimer、そのOnTimerイベントはすぐにはトリガーされませんが、コードはそれを期待しています。
