同様の問題に遭遇しました。コンテキスト: Visual Studio 2012、Blend for 2012、.NET 4.5 を使用した Windows 8 での WPF アプリの開発。APP.XAML は、テーマの PresentationFramework.Aero2 を参照しました。ClickOnce を使用してアプリを配布します。

Windows 8 では問題ありません。Windows XP/Vista/7 では、前述の「アセンブリを読み込めませんでした」という例外が記録され、実行の途中で (Aero2 を参照する最初のサブページで) アプリケーションがクラッシュします。

試行された修正: プロジェクトでローカルにコピーするように Aero2 にフラグを付ける (役に立たなかった)、ClickOnce インストーラーに含めようとした (使用可能なアセンブリのリストに表示されなかった)、c:\windows\microsoft.net の下のターゲット Windows7 マシンの WPF フォルダーにコピーした\framework\v4.xx\wpf (役に立ちませんでした)。

解像度：

プロジェクト内の参照を PresentationFramework.Aero2 から PresentationFramework.Aero に置き換え、一致するように XAML 参照を変更します。Windows 8 以外のマシンに簡単にプッシュして実行できます。開発は正常に機能します。見つかった唯一の違いは、進行状況バーのデフォルトの外観が光沢のある/3d だったことです。

開発者のマシンには、2 つのバージョンのプレゼンテーション フレームワーク アセンブリがあります。Visual Studio は「メタデータのみ」のバージョンを参照します。C:\Windows\Microsoft.NET\Framework\v4.0.30319\WPF フォルダーのアセンブリを展開すると、動作するはずです (アセンブリ PresentationFramework.Aero2 に関する問題を参照) 。
