onCreate()コードを の一番下に置くonStartCommandと、すべてが機能します。

説明はほとんどありません (より良い説明については、インターネットまたはこちらを参照してください):

onCreate()手動でインスタンス化した場合、 Service が作成されるたびに呼び出されます。

onStartCommand()代わりに、 を使用するたびに / どこでも呼び出されますstartService(intent)

onCreate()そのため、スキップしたように感じることがあります。
