これらの呼び出しを削除し、[assembly: log4net.Config.XmlConfigurator(Watch = true)]属性のみを追加してください。

通常、log4net を別のファイルで構成する方が簡単です。ファイルlog4net.configを作成し、属性を次のように変更します。

[assembly: log4net.Config.XmlConfigurator(ConfigFile = "Log4Net.config", Watch = true)]

のセクションを削除しますweb.config。

[assembly: log4net.Config.XmlConfigurator(Watch = true)]プロジェクトのプロパティ フォルダーに AssemblyInfo.cs を追加してみてください。タグの下の構成が正しい場合、これでうまくいくはずです。
