同様の問題があり、最終的に解決策にたどり着くまで何日もトラブルシューティングを行いました。

PATHシステムの環境変数に「b?????Ä/????????」などの不正な文字が含まれていないことを確認してください。

そのようなエントリを削除すると、問題が解決しました。

環境設定を確認してください。無効な文字が含まれている可能性があります。http://www.apachelounge.com/viewtopic.php?t=5535を参照してください。

それに加えて、logs ディレクトリが見つからないようです。
