フラグの仕組みを完全に理解しているかどうかはわかりません。左シフト演算子を使用している理由は、列挙型が次の値の指数になるためです。

flag 属性は、列挙型の値が倍数になる可能性があることを .NET に知らせるためのものです。

たとえば、ThingA と ThingB を取得して追加するとします (48)。

Console.Write((Permissions)48));

返される値は ThingA と ThingB の両方です。データベースに単一として保存するだけでulong、コードは残りを把握できます。
