サーバーで問題が発生しています。System.Windows.dll が見つからないというメッセージが表示されます。初回実行時は例外がスローされますが、ページを更新した後は正常に動作しています。
これは ScriptManager が原因で発生していることがわかりました。ページに ScriptManager があります。以下のエラーを参照してください。
