ライブラリを実行できません。プロジェクトにライブラリを含めて実行する必要があります。

google-play-services_lib は単なるアプリではありません。そのため、アプリのように実行することはできません。

エミュレーターで Google Play サービス アプリをテストする場合は、最新の GoogleApi-18 avd イメージを選択する必要があります。Google Play サービスがプリインストールされています。
