asp.net - http ハンドラーが MVC IIS 8.0 で機能しない

Question

MVC Web サイトにキャプチャ用の http ハンドラを追加し、これを webconfig に追加したい

     <system.webServer>

        <handlers>
          <add name="HandlerName"
                     path="captcha.ashx" verb="*" type="ManagedFusion.Web.Handlers.CaptchaImageHandler"
                     resourceType="Unspecified" />
        </handlers>
 </system.webServer>

しかし、キャプチャ画像が表示されず、この URL を見ると「http://localhost:2492/captcha.ashx」「リソースが見つかりません」というエラーが表示されます。
