IIS Express FAQ でこれを見つけました。

Q: IIS Express は、net.tcp や MSMQ などの非 HTTP プロトコルをサポートしていますか?

A: いいえ。IIS Express はプロトコルとして HTTP と HTTPS のみをサポートします。
