ロケール データは 4 つではなく 2 つのスペースでインデントする必要があるため、正しいバージョンは次のとおりです。

en:
  users:
    index:
      title:
        site_title: "Users"
        head: "Users"
      search_form:
        search: "Search"

また、スペースやタブを使用しているかどうかを確認してください。後者は問題を引き起こします。
