やっとエラーを発見!結局、エンコードエラーによるものではありませんでした。論理エラーでした。

関数 getFiles() で、先頭の「。」を削除しました。ファイルリストから削除し、「./」を削除しませんでした。当然、ファイル名は「2006/1_siječanj.xls」ではなく「/2006/1_siječanj.xls」になりました。UnicodeEncodeError ではなく、IOError でした。私の見落としの結果、スクリプトは相対パスではなく絶対パスを見つけようとしました。

ファイルを開こうとする前に、xlrd が Unicode タイプをローカルでエンコードされたタイプに変換していないようです。Python は、ファイルシステム名のエンコーディングが UTF-8 であると推測し、č を正しい Unicode ポイントに正しく変換しました。

これを修正するには、次の 2 つの方法があります。

  1. xlrd に開くように要求する前に、Unicode ファイル名をエンコードしてみてください。

    workbook = open_workbook(f.encode(sys.getfilesystemencoding() ) )
    
  2. 生の 8 ビット ファイル名を使用し、ファイル名を Unicode に変換しない

私見、ファイル名がUTF-8ファイル名で書かれていない場合、オプション2はおそらくより安全です。

UPD

指定されたパスが Unicode 文字列の場合、os.walk は Unicode 文字列を返すことに注意してください。通常の文字列パスはバイナリ文字列を返します。これは os.listdir ( http://docs.python.org/2/library/os.html#os.listdir )と同じ動作です。
