空白のページで同じ問題が発生し、パラメーターが含まれていると、パラメーター ウィンドウが読み込まれませんでした。

プレビューモードでは機能しませんが、回避策を見つけたと思います：

レポート デザイナーで、[ウィンドウ] > [設定] > [レポート デザイン] > [プレビュー] に移動し、[常に外部ブラウザーを使用する] を true に設定します。[適用] をクリックします。

引き続き設定タブで、[一般] > [Web ブラウザー] に移動し、[外部 Web ブラウザーを使用する] を選択して、テストするブラウザーを選択します。

これにより、理想的ではありませんが、Windows 8 で開発を続けることができました。
